EU Security Sector Reform Facility - Assessment of the EU SSR Framework

Gender Expert. Contributed gender expertise to the assessment of the EU Security Sector Reform Framework, drawing on international gender equality and human rights standards and experience in gender-responsive security sector governance. The assignment formed part of Ebead Consulting's wider work on integrating gender and inclusion into EU- and donor-supported governance and security sector reform.
GIZ Serbia - Public Administration Reform

Gender Mainstreaming Expert. Designed and delivered gender-mainstreaming training and programme-design support for an EU accession-oriented public administration reform programme in Serbia, including a gender analysis for a EUR 4 million governance programme.
UN Women Bangladesh - Bangladesh Election Commission
2018-2019 | Completed
Gender and Institutional Assessment Expert. Conducted an institutional gender assessment and provided strategic advice to the Bangladesh Election Commission. Developed a gender action plan addressing gender mainstreaming, electoral integrity and the prevention of violence against women in elections.
GIZ - Sino-German Legal Cooperation / Rule of Law Programme, China

Co-evaluator and Co-author. Contributed to the independent evaluation of the EUR 8 million GIZ Rule of Law Programme in China, including evaluation design, stakeholder consultations, field data collection, analysis and final reporting in accordance with GIZ quality standards.
UNDP Regional Hub, Amman - Women's Political Participation in the Arab Region

Lead Author and Governance Expert. Developed a regional reference guide on women's political participation in the Arab region, combining comparative analysis and country case studies, including Algeria, Iraq, Lebanon, Morocco, Saudi Arabia and Jordan.
OSCE/ODIHR - Human Rights and Gender-Responsive Justice and Security Sector Reform

Governance and Gender Expert. Conceptualized human-rights- and gender-responsive justice and security sector reform projects, including work on protection of persons deprived of liberty and gender-responsive security sector governance.
GIZ - Strengthening Ukraine's EU Alignment in the Rule of Law (3*E4U), Phases I & II

Gender Lead. Supporting the integration of gender equality into Ukraine's EU accession and rule-of-law reform processes, including alignment with EU standards and the gender dimensions of reforms under Chapters 23 and 24. Recent work includes the conceptualization and delivery of specialized training for the Verkhovna Rada on gender mainstreaming, gender-disaggregated data and gender-legal expert review and for the Ministry of Social Policy on non-discrimination.
Kvinna till Kvinna Foundation - Western Balkans EU Advocacy Programme
April - September 2026 | Completed
Evaluator and programme development expert. Conducted an evaluation of the regional programme EU Accession for whom? Women's rights and participation in the Western Balkans (2021-2026) and contributed to the development of a new regional proposal covering Eastern Europe and the Western Balkans, with a focus on women's rights, participation and EU accession.
GIZ - TheyGov / Transformation, Human Rights and Equity in Governance, Armenia

Workshop designer and facilitator. Co-facilitated a regional GIZ process bringing together colleagues from the Balkans, Eastern Europe, the South Caucasus and Central Asia. Provided strategic guidance and facilitated collaborative work on governance transformation, equity, human rights protection and the future direction of the TheyGov network.
International IDEA - Building Federal Democracy in Myanmar
January 2023 - March 2026 | Completed
Acting Head and Programme Manager. Provided strategic leadership for a EUR 3.8 million democracy and constitutional governance programme operating in a highly constrained post-coup environment. Led policy analysis, civic education and capacity development on federalism, constitutional transition, rule of law and inclusive governance; integrated gender equality, youth participation, ethnic inclusion and disability rights across programme design and implementation; and oversaw adaptive programme management, risk mitigation, donor engagement and a multicultural team.
